Fund allocation

The Beti Bachao Beti Padhao Yojana is a social welfare scheme that focuses on the empowerment of girl children. It includes multi-sectoral interventions and media and advocacy outreach campaigns. Since the launch of the scheme, female infant mortality rates have reduced drastically. However, the scheme faces some shortcomings. These include inefficient fund allocation and ineffective state utilization.

According to a report tabled by the Committee on Empowerment of Women in the Lok Sabha, central government funds under the BBBP scheme are not being utilized effectively. The committee questioned the state governments for their misuse of funds. Among other issues, the committee cited the lack of disaggregated information on spending.

Several states have not developed online mechanisms for the registration of girls, or for the maintenance of records. The nodal ministry should ensure that the funds are being used properly. They should also review the meetings of state task forces and monitor the performance.

Besides, the committee suggested the ministry to release the money to the states on the basis of their utilisation. Moreover, the ministry should provide necessary financial provisions to the BBBP scheme.

As per the committee, the total budget allocated for the health scheme was INR 848 crore. But, the scheme was not fully implemented in the last two years. Nevertheless, the C&AG made mention of the fact that the government has taken steps to expand the scheme.
